In short: a small online store in Bulgaria costs from about €19 a month in platform fees on CloudCart (€14 billed annually, €1/month for the first 3 months), plus the courier and payment fees on each order and your accountant. A Speedy parcel up to 3 kg starts at €2.69, cash on delivery adds 2.4% of the amount, and CloudCart takes a 0% transaction fee on sales.

This guide is for founders, expats and local businesses selling in or from Bulgaria. CloudCart prices are from the pricing page, excluding VAT; courier prices and legal rules are from the official sources linked below.

What does an online store cost per month in Bulgaria?

The monthly cost of an online store in Bulgaria has six parts: the platform plan, the domain, couriers, payment fees, the accountant and the paperwork for the NRA (Bulgaria's National Revenue Agency). Two of them are fixed, the rest grow with the number of orders.

How much is the ecommerce platform per month?

On CloudCart, the Bulgarian ecommerce platform, the plan is the only fixed fee you pay the platform: hosting, security, updates, the mobile storefront, themes, invoices and shipping labels are included. Each plan is sized by revenue over 6 months and by the number of products. Prices are per month, excluding VAT:

PlanBilled annuallyBilled monthlyRevenue over 6 monthsProductsAdmin accounts
Baby Pack€14 (€168 a year)€19up to €9,999up to 1001
Starter Pack€33 (€390 a year)€39up to €24,999up to 2,0003
CC Pro€83 (€990 a year)€99up to €249,999up to 7,5005
CC Master€249 (€2,990 a year)€299up to €499,999unlimited10

To pick a plan, divide the 6-month revenue limit by six. Baby Pack fits sales up to about €1,670 a month, Starter Pack up to about €4,170 and CC Pro up to about €41,670. Annual billing on Baby Pack is €168 a year instead of €228, which saves 26%. The trial period is 30 days.

Important: €1 is the price of the plan. Paid apps, paid themes and services are charged at their own prices. All 227 features by plan are on the pricing page.

How much does a domain cost for an online store?

A domain is a yearly cost, and the SSL certificate on CloudCart adds nothing to it. Your store runs on a cloudcart.net address from the day you register, so a domain is needed only when you go public with your own name.

  • A domain you already own stays with its registrar, and you keep paying the registrar's yearly fee. You connect it to the store with one DNS record.
  • A new domain can be bought in the CloudCart admin, and the price is shown before you pay. CloudCart then handles the yearly renewal and warns you 30 days before it expires.
  • The SSL certificate (the padlock in the browser) is issued by Let's Encrypt for every domain and renewed automatically.

See hosting, domain and SSL in CloudCart.

How much does shipping cost with Bulgarian couriers?

Shipping in Bulgaria is paid per parcel, and a parcel up to 3 kg sent between Speedy offices or lockers costs €2.69 at the public rate. Speedy, the Bulgarian network of DPD, publishes its full price list online; the figures below are from Speedy's price list as of November 2026, for the Standard 24 hours service, with VAT and fuel surcharge included.

WeightOffice or locker to office or lockerDelivery to an address, extraPickup from your address, extra
up to 3 kg€2.69€2.59€0.89
up to 6 kg€3.74€4.27€2.59
up to 10 kg€4.62€4.27€2.59
up to 20 kg€8.23€5.99€5.99

So a 2 kg parcel from your office drop-off to the customer's door costs €2.69 + €2.59 = €5.28 at the public rate. Speedy also runs a promotional price of €1.52 for parcels up to 3 kg sent from a Speedy office or locker to a Speedy locker, valid until Jan 1, 2027, if the customer collects the parcel within the locker period. A toll surcharge and extra services such as declared value are charged on top.

Econt and BOX NOW

Econt, the other main Bulgarian courier network with offices and Econtomat lockers, quotes prices in the calculator on econt.com or in your contract. BOX NOW delivers only to parcel lockers, at the rates in your contract.

Who pays for shipping

In Bulgaria, the customer usually pays the courier fee at checkout. Shipping becomes your cost above a free shipping threshold or when you absorb it to win a sale, so budget for it only on those orders. How to set the threshold is in the guide to a free shipping threshold with Bulgarian couriers.

How much does cash on delivery cost?

Cash on delivery costs the seller a percentage of the collected amount: at Speedy, it is 2.4% of the COD amount, at least €0.61, when the money is paid to you by bank transfer or at a Speedy office. If you collect the cash at your own address, the minimum is €0.92. These fees are in the same Speedy price list, and a courier contract can change them.

Order valueCOD fee at 2.4%, min €0.61
€20€0.61 (the minimum applies)
€40€0.96
€80€1.92
€150€3.60

Many Bulgarian shoppers expect cash on delivery, and its hidden cost is time: matching every courier payout with an order. In CloudCart, Econt and other couriers report back when the customer has paid, and the order moves to completed on its own (the COD sync, depending on your plan). When cards are the better choice is in cash on delivery vs card payments.

Card fees vs a 0% transaction fee: what is the difference?

Two fees hide behind "commission": the transaction fee a platform takes from every sale and the card fee of the payment provider. CloudCart's transaction fee is 0% on every plan and with every provider; the card fee depends on the provider.

With CloudCart Pay, the payment option built into the store, Visa, Mastercard, Apple Pay and Google Pay are accepted at checkout without a separate bank agreement:

CloudCart PayFee per transaction, excluding VATOn a €40 order
Through Dec 31, 2026, any card0%€0
From Jan 1, 2027, consumer Visa and Mastercard from the EEA1.29% + €0.05€0.57
From Jan 1, 2027, all other cards2.69% + €0.05€1.13

CloudCart Pay has no monthly fee and pays out by SEPA. On a €40 order, a consumer EEA card costs €0.57 from 2027, against €0.96 for Speedy COD, so each card order is cheaper to process.

Other providers, such as Borica (the Bulgarian card network) through a bank, myPOS, Paysera, PayPal or Stripe, each have their own contract and fee schedule.

How much is an accountant for an online store in Bulgaria?

An accountant is a monthly fee that you agree with the accountant, usually based on the number of documents and on whether your company is registered for VAT. There is no official price, so ask two or three accountants for a quote with your expected orders per month.

What makes the bookkeeping larger, and the quote higher:

  • VAT registration. A business established in Bulgaria must register for VAT once its annual turnover in the country exceeds €51,130, a rule in force since Jan 1, 2026 (VAT Act, Art. 96(1), in Bulgarian). After that, the tax period is one calendar month (Art. 87(2)), and the VAT return and the sales and purchase registers are filed by the 14th of the following month (Art. 125(5)). When and how to register is in the guide to VAT registration for an online store.
  • The number of documents. Every order has a sales document or an invoice, and every refund has its reversal.

The way to lower this cost is to send your accountant clean data. In CloudCart, invoices and sales documents are issued from the order, and the invoice list can be exported for the accounting software. The company itself, EOOD or sole trader, is covered in company registration in Bulgaria for an online store.

What does Ordinance N-18 compliance cost?

Ordinance N-18, Bulgaria's sales reporting rules, has no fee of its own: its cost is two tasks and the time they take. Every online store is declared to the NRA before its first sale (Ordinance N-18, Art. 52m, in Bulgarian). Under the alternative procedure for card payments, the store gets a unique number and you submit an XML file with the month's orders by the 15th of the following month (Art. 52t).

  1. Register the store with the NRA and receive the unique store number.
  2. Enter the number in the N18 Audit app in the CloudCart admin.
  3. Download the XML file each month. The app builds it from the orders: sales that were paid or completed and reversals for refunds and cancellations.
  4. Upload the file to the NRA portal by the 15th. CloudCart prepares the file; you or your accountant submit it.

The sales document, the receipt Ordinance N-18 requires instead of a fiscal receipt, is issued from the order too. A store using a fiscal device instead pays for the device separately. The full procedure is in Ordinance N-18 for an online store.

Example: the monthly budget of a small store

A worked example with round numbers to replace with your own. A store sells 40 orders a month at €40 on average, which is €1,600 in monthly sales and €9,600 over 6 months. That fits CloudCart Baby Pack, whose limit is €9,999 over 6 months. Half the orders are paid by cash on delivery and half by card. Parcels weigh up to 3 kg and go out through Speedy at the public rate.

How to read the example:

  • Platform and payment fees come to €38.20 a month in 2026 and €49.52 from 2027.
  • Shipping is the largest variable. Whether the customer pays it or you do changes the budget more than any other line.
  • The plan follows revenue. At 45 orders of €40, the store would pass €9,999 over 6 months and move to Starter Pack, €39 billed monthly or €33 billed annually.

Important: courier contracts usually have lower rates than the public price list. Ask Econt, Speedy and BOX NOW for an offer once you know your monthly volume.

How to lower the monthly cost of an online store

The biggest savings come from billing, couriers and the payment mix. Six steps that change the monthly number:

  1. Start with the €1 offer. The first 3 months cost €3 in total on any plan, which covers the time it takes to get your first sales.
  2. Switch to annual billing once the store sells. Baby Pack drops from €19 to €14 a month, Starter Pack from €39 to €33.
  3. Sign a courier contract when you ship regularly, and offer parcel lockers, which are the cheapest delivery option at Speedy.
  4. Make cards easy. Apple Pay and Google Pay on the product page shorten checkout, and a card order costs less to process than COD.
  5. Set a free shipping threshold above your average order, so the orders you ship at your cost are also your largest ones.
  6. Let an AI assistant do the catalog work. Claude Code, ChatGPT Codex, Gemini CLI, Cursor or VS Code create products, categories and descriptions through a PAT token from the admin, with no CloudCart fee for connecting. See how the AI assistant connects.

Moving from WooCommerce, Shopify, OpenCart or Magento? CloudCart moves products, customers and orders for €0 with a 24-month contract, through Dec 31, 2026: see online store migration. A platform comparison for Bulgaria is in what to check in an ecommerce platform for Bulgaria.

What changes when you ship to other EU countries?

Selling from Bulgaria to other EU countries adds higher courier rates and, above €10,000 a year in distance sales, the customer's VAT rate, which you can declare through the One Stop Shop (Your Europe). From Speedy's price list, the CEE Economy service from a Bulgarian office to an office or locker costs €5.32 for a parcel up to 1 kg to Romania and €6.50 to Greece, VAT included.

  • Couriers abroad in CloudCart: DPD Bulgaria to Romania, GLS across Europe, DHL worldwide, plus EuShipment and Sendcloud.
  • VAT: the OSS lets you declare the VAT of all EU countries in one quarterly return through the Bulgarian portal. The steps are in OSS and VAT on EU cross-border sales.

Frequently asked questions

On CloudCart, the platform costs from €14 a month billed annually or €19 billed monthly, excluding VAT, and €1 a month for the first 3 months. On top come courier fees per parcel, from €2.69 at Speedy's public rate, payment fees per order and your accountant. CloudCart takes a 0% transaction fee on sales.

At the public Standard 24 hours rate, a parcel up to 3 kg costs €2.69 between Speedy offices or lockers, and delivery to an address adds €2.59, VAT included. A promotional €1.52 applies to parcels up to 3 kg sent to a Speedy locker, until Jan 1, 2027. Business contracts usually have lower rates.

At Speedy, the COD fee is 2.4% of the collected amount, at least €0.61 when the money is paid to you by bank transfer. On a €40 order that is €0.96. Econt and other couriers set their own COD fees in their price lists and contracts.

They depend on the provider. With CloudCart Pay, cards are 0% through Dec 31, 2026; from Jan 1, 2027, the fee is 1.29% + €0.05 for consumer Visa and Mastercard cards from the EEA and 2.69% + €0.05 for other cards, excluding VAT, with no monthly fee.

In practice, yes: a company or sole trader keeps books, and a VAT-registered business files a VAT return every month by the 14th. The accountant's fee is agreed with them, usually by the number of documents. Invoices and sales documents issued from the order in CloudCart keep that number of hours down.

The ordinance has no fee of its own. You register the store with the NRA before the first sale and, under the alternative procedure, submit a monthly XML file by the 15th. In CloudCart, the N18 Audit app prepares the file from your orders, and you upload it to the NRA portal.
